hard to control VS with flaps extended past 15deg.

Just installed latest P3Dv4.1 version and found it hard to control vertical speed with elevator on approach. Once flaps were extended past 15deg. the elevator appeared to have been stuck and I  was only able to control vertical speed with throttle.

Is there a fix for this problem?

My pc:
win10pro x64, latest version
i7 6700
Geforce GTX970 4gb
m.2 samsung pro 250SSD (OS only)
m.2 crucial 1TBSSD (P3Dv4 installed)
