WHAT THE HELL ARE THEY DOING?! I don't believe that you can just walk in and out again - whoever took this knew what they were doing. Idiots! They should be charged with whatever the people who use it are charged with. If they use it for terrorist acts - the thief should also be charged with terrorism offenses.
