I've recently bought the Traffic X pack. I see there are patches, but they're quite old. Do I need to install them or is my version already up to date?

Yes, you should download and install the Service Pack.
 
There is no way to really tell of your install already has the Service Pack or not ... so it is best to download it and install it over the top ... just to be sure.
 
It won't hurt anything to install it over the top of your current installation.

If I have both Traffic X and Plus pack installed, which is the correct install/update sequence?

Either of these sequences will work:
 
Traffic X, Service Pack, Plus Pak ... or ... Traffic X, Plus Pak, Service Pack.
