If you save the .cfg to your desktop, then drag it to the original folder, click 'Replace' when the message comes up it should work.
 
Or you can do what Tom said, just allow full permission in the FSX folder.

Right click on the folder and select properties.  Select the security tab, and click on your user.  Press edit.  Select full control, then apply.

Hmmm... I too think the C-152 is overpowered. With correct takeoff Trim, after advancing full throttle, after rotation the Aircraft pulls up to about a 15 degree nose angle and hardly looses any Airspeed. I can tell you, after flying a C-152 many times in real life, it actually has a slight nose down tendancy at full throttle with C/S of 70 KIAS.
