747 200/300 Cannot Turn

Having landed withautopilot off I cannot turn the rudder i.e. it visually moves correctly but the aircraft does not respond. Impossible to taxi. Can anyone suggest a solution please?

I can't get mine to takeoff.  When going down the runway I can't get my aircraft to lift off.  No matter how hard I pull back on the stick.  I can get mine to turn though, at least when taxxing around the airport for takeoff.
