I only want cargo jobs under 100 miles in the region I fly which is southern california. I tried the distance slider but no difference. How do I find the base that has these short jobs in my region

it takes a day or two to populate the new distances one you move the slider.

The old jobs have to expire before they will get replaced by new ones. You could also try setting the range on your plane to a lower number or just fly at x4 speed when in cruise.
