The 146 flies very well. On approach,however, when you're low and slow, elevator authority appears ineffective or terribly lacking, given that in order to raise the nose for the flare, only the trim will do the trick.

I believe the elevator authority is diminished because unlike a lot of commercial jetliners, the elevators on BAE 146s are outside of the slipstream created by the engines.

Then you must be "too" low and slow. At VREF+5 the aircraft should be no different to any other. Or it wouldn't have been certified to fly.
 
If you have to use the trim wheel to flare then something is seriously wrong.
